I wonder why other browsers always include "image/webp" in the accept header ("network.http.accept.default"), while Pale Moon does so only for images requests ("image.http.accept")?

Because it's an ugly hack to allow for "Save as" to also use content negotiation. see bug #1507691

Thanks, now I see your suppose in the bugzilla discussion, but I still don't quite understand what their reason really was. If you are right, then they are ... odd, both Mozilla and Chrome devs. Hope someone reply there, I subscribed.
