website problem
I am using PM for XP and XPsp3 on my laptop.
The local library site causes my CPU to go to 99% continuously.
Here is the url: https://olco.ent.sirsidynix.net/client/en_US/owensound
This problem does not happen with Firefox.
How do I correct this problem?

I can't reproduce your problem in a VM, so it's likely not OS related nor browser related.
Try Options -> Advanced, uncheck "Use hardware acceleration when available" and restart Pale Moon. Does that fix your issue?

Thanks for the help.
I unchecked "Use hardware acceleration when available" and restarted PM.
The problem still persists. As soon as I close the website, the CPU usage drops.

The site has a good number of animations on it. So, if hardware acceleration is already prohibited (due to limited support on your hardware) and it's all pushed through the CPU as a result, then this may actually be expected behavior for that site.
If you can post the output of about:support for both Firefox and Pale Moon, so we can compare how the browsers handle this, then it may give us some insight.

Do I open the library website, and then on another tab open about:support, and then copy the data?

Just open about:support in both Firefox and Pale Moon and provide a copy of the data from both browsers as text in your reply, so we can compare. please use the

um.. you may want to get a more recent driver for your graphics hardware.
As for the issue differing on FF and PM: our rendering engine is significantly different from Firefox's, so what may work well in FF may not for us, and the other way around. But getting a driver that isn't 10 years old will likely make a big difference here. I'm pretty sure the Radeon 9000 series has more recent ones available.
Also, next time use the

Download this and run it to find the "latest" driver for your graphics.

Considering that part is from 2003 and only supports DirectX 8.1 (I think), I'm not sure you'll find much improvement or support from even slightly newer drivers.

I downloaded the AMD Driver Auto Detect.
When I clicked on it, I got the following message:
autodectutility.exe is not a valid Win32 application

Looks like that program is 64 bit, which isn't going to run on XP.
You can try here under the Manually Select Your Driver dropdowns: http://support.amd.com/en-us/download
