I can't disable the latest Flash beta

I found a new Flash beta today and installed it.
https://labs.adobe.com/downloads/flashplayer.html (version 32.0.0.380)

Unlike previous Flash betas, it didn't require that I uninstall the stable version I had on my machine (version 32.0.0.371), which I think I installed yesterday or the day before.

I then launched the latest versions of PM (zip), PM beta (portable), and Basilisk (zip) and disabled (Flash in all three, i.e. I selected "Never Activate".

I then tested the plug in in all three browsers using one of my infamous cat videos .

The page uses extremely primitive, probably long-deprecated code.

All three browsers immediately ran the video.

To be honest, I'm not sure that I don't have another setting which might be contributing to the "incorrect" behavior.

I haven't done any other testing yet.

Whether Flash Player is activated or not, the linked video uses HTML5 here.

If you right-click on the video during play, do you see Flash Player information?
