When attempting to install the ESR version I am unable to proceed any further than a box informing me that it is not the latest version. Is there another link?

The link is correct.
As long as it´s the same major verion (18) the link will give you the latest (ESR) version.

You get that errormessage if you have a newer version installed.
Downgrading to any version including within the same major version, fx. from 18.0.0.268 to 18.0.0.252
requires that you uninstall Flash Player before you install an older version.
So if you fx. want to switch from the "normal" version (19/20) to ESR you need to uninstall Flash Player before you install the ESR-version.

Also, a simple uninstall might not do the trick. You will likely need to get the Flash uninstaller. I did.
