Happened with older versions of PaleMoon too, but this time the trick below doesn't work anymore.
After deleting extensions.sqlite and extensions.ini (only those are existent) the problem manifests on even more extensions.
Specific extensions get disabled automatically and cannot be enabled, only removed, although addon compatibiliy in about:config was disabled in Firefox.
Tried removing localstore.rdf too, no effect

Try this:
- Go to your profile folder (help -> troubleshooting information -> "open containing folder")
- Keep the explorer window open and completely close Pale Moon (File -> Exit or Pale Moon button -> Exit)
- Wait a few seconds for delayed writes and file lock releases to be completed
- Find the following files and delete them:
- extensions.ini
- extensions.cache
- extensions.rdf
- extensions.sqlite
- extensions.sqlite-journal (if found)
