Disabled add-ons suddenly active

Disabled add-ons suddenly active

I just install ver 31 and then noticed Disabled add-ons are suddenly active. For example I had replaced Digger Reloaded with Url Clipper. I had ( I am pretty sure :crazy: ) Digger Reloaded disabled . I found it and a couple of more enabled.
Is this by design? ( I think not )

If they were disabled due to incompatibility, then this is by design.
Only if they were disabled by the user, this would be unexpected.
