I am using Pale Moon v28.1.0 (64 Bit) in Windows 10 Creative Update 64 Bit.
Adguard is a big name in industry of web page adblocking, and team Adguard is still building and updating lagecy add-ons specially for latest Pale Moon builds, but I don't know
why Pale Moon does not support? When I try to install this, then a pop up shows "Pale Moon does not support web extensions".

Exactly what the error says: The version you're trying to install is a WebExtension add-on, which Pale Moon does not support.
It looks like "firefox-legacy-beta-2.10.8.xpi" is the latest release that is compatible with Pale Moon. The later releases don't appear to have a "legacy" version.
