None of the downloadthemall menu items respond when user input. It is possible to see the options menu box by going into about:addons, but if I try to click on anything in tools->downloadthemall, there is no response.
Any one got a workaround for this? If not, is there another compatible version for 28.0.0.1?

Correct. Searching Downthemall (un-loaded) provides a solution.
