This occurs in both PM 27.9.4 and current PM 28 beta. (W7 x86)
Other extensions that I have installed from APMO aren't showing this problem.
When trying to update
Cookie Masters manually from v1.1.0 (or v1.0.0) to current release v2.0.1, the download fails.
After an update check is initiated, CM's listing in the Add-ons Manager displays an error message:
Error console (message).

This should have been resolved with a purging of the shadow files. Whomever develops this extension should know better not to pull XPI files out from under the website in its v1 form.
If it is still an issue someone notify the Pale Moon Add-ons Team.

The problem is resolved. Manual check for updates is working for this extension.

For clarity, added the words "check for" to the second sentence of this post.

What do you mean manual update? Did you manually recheck for update or went to the site and installed tge current version?
This is important to know.

I did not go to APMO and install the current version over the older one.
I manually checked for an update to the individual extension in the Add-ons Manager (right-click -> Find Updates).
