Why two different areas for search plugins?

Hope I put this post in the proper category . . .

I'm just curious, why are search plugin XML files located in two different folders?

#1 C:\Program Files\Pale Moon\searchplugins
#2 C:\Documents and Settings\<name>\Application Data\Moonchild Productions\Pale Moon\Profiles\ ...\searchplugins

#1 contains default, preset search plugins. you do not want to change or edit them, or add any there - this will be overwritten upon upgrade of the browser.
#2 is the profile specific search plugins, the place where user-specific additions and changes are stored.
