There's no .xpi file, the zip file just has that weird chrome setup, and I have no idea how to manually install something like that. Searching was unsuccessful as I kept getting irrelevant information I didn't need such as how to manually install in chrome (but no instructions for pale moon), so I'm asking here.
Also, it's not 100% clear what the most recent stable release is. I'm guessing it's 3.11, but I'm not certain.
Sorry if this is a dumb question. I appreciate any help with this.

You are looking for a "*Fork" releases. This link is for a stable version, you may also try experimental one, AFAIK it works just fine.
