Why are the personas installable on Waterfox, but not complete themes?
You can install the Pale Moon personas on Waterfox, but not the complete themes. What makes Waterfox support the Pale Moon personas, and what makes Waterfox not support the complete themes?

Because those themes are targeted to Pale Moon instead of Waterfox, maybe?

Personas are just simple background images applied to the toolbar. Themes on the other hand can completely change the browser UI, and are packaged, versioned and targeted the same way as extensions. So these themes are targeted specifically at Pale Moon and not Waterfox. Besides you would need Waterfox Classic if you want full themes, assuming you can find any on archived versions of AMO since the new Waterfox is basically Firefox Quantum with the telemetry and 3rd party components disabled, and Firefox has long since gutted XUL and the older extension technology that complete themes are based on.
