I think your looking at the close buttons. I only have one new tab button at the right hand of all tabs.
If you look at the screen shot above, you can see that you can enable or disable the close buttons.

I have had this add on for years and have never seen a new tab button on the end of every tab, just close buttons.
Here is a screen shot of my browser, as you can see, there is only one red + at the right side of my tabs.
