Will Pale Moon keep issuing security updates for Mac OS High Sierra after the end of Firefox version ESR 115 in September or will Pale Moon also stop doing this ?

Pale Moon's support for an OS depends primarily on there being compilers that support it, not whatever Mozilla chooses to do given this isn't a rebuild of Firefox like Librewolf etc. So as long as whatever Visual Studio version they use supports both Windows 7 and the latest 10 or 11, there would be no issues in supporting it. Of course you should also prepare for when inevitably support ends, given that Microsoft themselves have long since stopped supporting the OS.
