What's going on with Youtube?
For several past weeks (possibly longer), Youtube is unwatchable 90% of the time for me, regardless of browser. It's not even buffering, it's doing fuck all. Two seconds worth of video loads, plays, and then it stops for several seconds and it goes like that until I feel like punching the monitor to death.

I watch lots of YouTube videos. Since I dual boot linux and windows, I have no problems watching YouTube videos whether I'm using 64 bit linux Pale Moon 28.2.1 running in 64 bit linux Mint 19 (Tara) Xfce or using 32 bit windows Pale Moon 28.2.1 running in 64 bit Windows 7 (Home Premium, Ultimate) SP1.
The only addons I use in both linux and windows is NoSquint and Adblock Latitude. User agent mode is Firefox Compatibity. Since I like to use YouTube's dark theme, I have chosen the user agents (for linux and windows Pale Moon) for YouTube below.

I'm still on an older version of Pale Moon, and videos don't work with it; I'll upgrade at some point. I've been using Waterfox and Cyberfox (just recently abandoned by its developer apparently) for YouTube, with precisely zero problems.

Must be region specific or something.
I'm sure it's not ISP problem, because I have no problems with speed or latency anywhere. Heck, even torrens go full speed for me.
I also doubt Youtube would block a microscopic ISP in the middle of nowhere in central EU.

Actually it may be region-specific - for me about 50% YouTube videos will (at some point of playback) be served with very low download speed, sometimes as low as 2 KB/s. If I let it buffer it will eventually recover, but the recovery can take a few minutes.
