Weird browser size upon startup?

I have a weird issue, I have my W7 set up to auto start PM when booting up and for some reason it keeps
starting up in a little tiny box in the upper left hand corner like this.

If I click on the maximize button it gives me this first.

So then, I have to click maximize again to get it to full screen.

It does not do this when just opening during various times while the operating system is up.
Only after booting up.

Any ideas?
