Safe mode vs private browsing

I wanted to better undertand safe mode and private browsing in Pale Moon. Knowing the things about them can significantly help in selecting the debug course in case of issues. Below is my understanding of the two.

Safe Mode:
  • Extensions: disabled
    Cache/Cookies: present,on
    custom settings: yes
Private Browsing:
  • Extensions: enabled
    Cache/Cookies: absent,off
    custom settings: yes
Is my understanding correct? Feel free to highlight any other major similarities/differences.

Safe mode is only meant to be used for recovery when you are having issues with settings, add-ons, profile corruption or hardware acceleration. You should never use it as a normal operating mode. It's alike Windows' safe mode.

Generally, you can do less on Safe mode.
