Pale Moon for Android is only maintained currently insofar as there is time to maintain the current code "as-is". That means, it's not actively developed, and only maintained for security. This also can't be done forever without a dedicated developer (or 2) to tackle Android-specific issues.

A nice lightweight, and free/open-source browser for Android is Lightning, just FYI. I don't think it handles sync from desktop, but....

I have been using Palemoon since the beginning and loved it. I have just tried your android build and was actually quite impressed by the stability and speed, it still has that edge over Firefox.

That said, i have enough trouble keeping up with Android as a user. I hack and root every android device i own for obvious performance reasons, however the development pace on android is frantic and it feels i have to start over with every new device. New problems, lots of changes with every release of android.
This is frustrating as it is for a simple tweaker as myself but surely will drive any developer to the point of insanity.

My opinion
Develop PM4A only for past/settled versions of android (older devices), so you can benefit from Mozilla's experience and won't get caught up in that frantic development scenario.
BTW, the older devices is where it counts anyways. I would have bought new desktops if it wasn't for Pale Moon

True, but it is not comparable to something like Firefox, Chrome or Pale Moon. It is a very stripped down browser which does not have as much capabilities as a full geared browser like Pale Moon. Many websites won't even work in such browsers.
