Don't put it in IndexedDB. Put it in a chrome folder directly in the root of your profile (create it if it doesn't exist).

I guess I should have been more specific. The userChrome.css file should be stored in a folder named "chrome", located in the root of your Pale Moon profile folder. If you don't have a "chrome" folder there, then you'll have to create it first, and then store your userChrome file inside that folder.

If you don't get this right, then your userChrome file won't have any effect at all.
