Latest PM 28.9.3, Puppy Linux Precise-Light-5.7.1 with noPAE 3.14.56 kernel.
The same page works (very slowly) with Firefox 68.6.0 ESR.
I did not test with Windows or any other linux version.

I can't test that page, your link doesn't work. It displays a page saying "Something went wrong. It's not you, it's us. Please go back and try again." I think it's only visible to the person who is returning the item...

Hi all, first post here. Just wanted to say that I'm having the same exact issue as the OP: the Next button on eBay's reason-for-return page stays disabled regardless of which selection I make. I'm using Windows 10 1803 and PM 28.10.0. It doesn't work even in Safe Mode. I hope someone can get to the bottom of this. Thanks.

How about contacting eBay customer service?
It's not like we can analyze this on our end, it being their (minified) scripting, and requiring a completed purchase and return prerequisite to even -see- the page...
