palemoon 28.x flash palyer not work with multiprocess enabled

flash player does not work when set in about:config

browser.tabs.remote.force-enable=true
(this string forces Multiprocess Windows)
and palemoon 28 does not work but palemoon 27.x work fine

Well, Pale Moon was never meant to be run this way. It hasn't been designed for e10s. The fact it even sort of works is probably utter luck.

We did, but I'm not sure about the force-enable pref. It probably bypasses everything in a way as per usual Mozilla force-coding.

e10s is not supported, and if you force it to be used anyway, you likely break more than a few things (and open yourself up to legio security holes)
