I recently heard of an Firefox extension that allows integration with the KDE Plasma desktop, it's a WebExtensions so it isn't compatible with Pale Moon.
Just wanted to ask, could that integration be recreated as a XUL extension?

In theory yes, since XUL extensions can do what WebExtensions can (and some more).
In practice, you first need to find someone that knows how KDE integration works and have that person write the extension (either personally or with the help of someone else.)
