Looks like this on my Pale Moon 28.2.1 running on Ubuntu 18.04 + MATE, even in safe mode: http://i.imgur.com/xYJLLdK.png
It looks totally fine in other browsers.
With guidance from #palemoon, though nobody else could reproduce the issue, I tried adding and removing different monospace fonts from my system, and changed gfx.canvas.azure.backends and gfx.content.azure.backends to both "cairo" or both "skia" but nothing helped.

It seems to work fine for me too, so I can't really help. Though, maybe you want to reboot or at least restart MATE after changing fonts.
I'm not really practical with desktop environments, but with some programs you need to restart them before they notice that fonts have changed.

Looks messed up in both PM and Firefox 63.0.3 from Mozilla to me. Seamonkey from Mozilla displays it correctly, just to make it more confusing, as does Waterfox, built from source.

Weird, it looks fine in my Firefox 63.0.3.
(Yes, I've restarted stuff and the font changes are visible elsewhere in the browser.)
