Unknown characters
Whenever there are unknown characters I just get garbage - see the circled area:
I have also checked every setting I can think of and I still get garbage as indicated above, any ideas?

Pale Moon is not responsible for drawing the title bar of its window; the window manager is. As you can see in the tab, there is some kind of emoji (unicode character representing a flag) in the web page title. I think that the font your window manager uses does not include that character. Maybe changing your system window manager font would help... (but to be honest I don't really understand emoji support).
Edit: now that someone has posted the link I could test and see I have the same issue with Xfce even though as far as I can see PM and Xfce both use the same font. So I don't know...
