odd behavior with --new-tab option depends on the terminal

If I have a Pale Moon window open and I do
palemoon --new-tab https://example.com
from lxterminal or grun (a run box) - it works as expected, opening the url in a new tab in the same window.

But if I do the same thing in Xterm, xvt, rxvt, or in the background (from a script) it opens in a new window instead. I'd like to get it to work from a backgrounded script, but mainly I'm curious.

Anybody have any idea why this would be? It's bash in all cases.
