I can NOT install Pale Moon (Linux Mint 19, Mate)
I have made a new install of Linux Mint 19, MATE

I use to have Pale Moon Browser installed ...
But :
I can NOT install Pale Moon (Linux Mint 19, Mate) ...
It use to be easy to install Pale Moon ...
Why can I not do it NOW ?
What sort of Pale Noon Browser shall I install ?
I have 2 GB Ram.

Don't forget that stevenpusser has a repository for Pale Moon Debian-based distros, including Mint 18-19. One person has already reported success installing it on Linux Mint 19 MATE 64-bit.

There's no need to "install" Pale Moon to be able to use it. Simply exctact the downloaded archive to any location (such as your home folder or Desktop), and run the extracted palemoon file.

I didn't know that Mint requires the "extra" libavcodec version instead of the standard one, but I fixed that dependency with the "-2" build yesterday , adding it as an alternative. I don't know if the Mint metapackage really needs that extra version, since it just adds a few "B-list" codecs.

I had a little difficulty, at first. A little comparative poking around got it working.
I think it was somewhere in /usr, I removed the Palemoon programs (binaries ?) and substituted a sym-link to the Palemoon folder in /opt.
It worked.
Linux Mint 19, kernel 18.xx, Cinnamon on /sda.
My main system is Linux Mint 17.3. on /sdb.
With elevated privileges, I extracted it to /opt.
Worked right the first time.

On a slightly off topic related to this I recently jumped ship from Linux Mint due to problems with the distro. I am now happily using MX Linux found at https://www.mxlinux.org It has Palemoon in the repository so no need to fuss with it to install. You may want to check it out. It is a Debian based distro with XFCE desktop as default & is very user friendly for non linux experts.

If you're trying to install via the installer tool, it is now no longer maintained:

I only used the installer a few times myself. It installs Pale Moon into /opt. Just download the tarball and extract the PM folder into /opt if that is where your Pale Moon is installed. That's how I've been doing it. One thing though, is the internal updater which is now operable in PM 28 won't work if PM is installed in /opt because that folder needs root access.

If you want to leave Pale Moon in /opt and still use the internal updater you can execute the single command I posted in the topic you linked above. I started with the release kernel and have been rolling in new versions. LM 19 seems buggy and I've always had problems with sound on this laptop, with Linux.
The earlier solution was shopping kernels, along with an option addition to
/etc/modprobe.d/alsa-base.conf.
LM 19 is only to mess around with until it is at least as good as 17.3, including sound.
