Hello,
I am not sure if this rendering "problem" is specific only to Linux Palemoon. Maybe it's present in builds for all software platforms.
1.) I tried cleaning cache and setting fixed amount for cache management of 250MB. Restarted PM, but it didn't help.
2.) Also restarted with add-ons disabled", "Safe Mode" with "reset toolbars and controls" and "reset all user preferences", hit "make changes and restart" but it didn't help.
3.) I removed the old profile and started PM with palemoon -profilemanager from the command line, but it didn't help.
Now, for this post I used TinyPic to upload my screenshots and only linked them from there, I haven't uploaded here any images.
This is how a page is supposed to be rendered, and the same forum is also properly displayed in Opera, in Slimjet, Seamonkey, as well as in Basilisk presented here:
And the screenshot bellow is how Palemoon renders it (precompiled binary SlackBuild package maintained by khronosschoty with a link on this site in download section); two menus with black background and the attractive nurse in the picture have dissapeared:
Please, is there any trick in about:config to fix this ? Or is it a bug which will be fixed in the next version ? Thank you.

As you can see at the start of the address bar, mixed content is being blocked (click the shield icon). That is your problem.
You should contact the forum owners and let them know that they have a good handful of links on their https site that are http and are being blocked.
The fact that Basilisk shows it without issues is probably because of "opportunistic encryption" that sidesteps mixed content by silently upgrading the http connections to https. That doesn't take away the fact that it's still linked wrong, though.

Confirmed (in FF 38).
So nothing to do, except use something else - until the next version of PM comes out.
(And at least part of) the issue is that very "Registration - Join Now" (http) form in your screenshot.
