Sorry if this is a dumb question, but here goes. Would Pale Moon for Linux run on a BSD operating system (such as TrueOS)?

Maybe... on some BSDs... and YMMV https://www.freebsd.org/doc/handbook/linuxemu.html
10.1. Synopsis

FreeBSD provides binary compatibility with Linux®, allowing users to install and run most Linux® binaries on a FreeBSD system without having to first modify the binary.
I hate to be vague, but you won't know until you try on the BSDs that claim to support linux binaries.
There's a right way
There's a wrong way
And then there's my way

Aside from FreeBSD's Linux compatibility layer that mentioned above, there is native port of PM for FreeBSD.
