Don't know if I worded the subject the right way so will try and explain.
I am dual booting Ubuntu 16.04 and W10. My computer is 64 bit. I am running Pale Moon 27.04.
In Ubuntu when I open my MS outlook mail the page opens at say 130% which is readable for me. But as soon as the page completely loads it drops down to 100% and I have to bring the text back up to 130% to read it. When I click on a message it opens at 100% and again I have to bring the text back up to 120 or 130% to read it.
I have noticed that on some web pages the text is at 120 or 130%. But if I go to a second page in the web site the text drops back down to 100%. I have tried NoSquint 2.1.9.1-signed.1-signed and Zoom Page 15.7 but they don't seem to hold the setting I want in Pale Moon.
In Firefox 54.0 the text stays at the setting I want however I rarely use Firefox as I prefer Pale Moon. Am I missing a setting in Linux Pale Moon?

On the menubar
Edit ==> Preferences
You can change the default font (style and size). In a worst-case, you may have to click the "Advanced..." button and uncheck "Allow pages to choose their own fonts, instead of my selections above"
