I am a new user to ROSA R9 LXQt.

Is New Moon a fork of Pale Moon ? Or is it just Pale Moon with a few tweaks just for ROSA users ?

I am using New Moon 27.3. How do I get an update ?

I like it.

#13 from here: https://www.palemoon.org/redist.shtml
Unofficial branding ("New Moon") as supplied in the source code may be used for unendorsed binaries at all times. Thusly branded binaries with the New Moon logo and product name are not subject to the endorsement and exception rules as set out in previous points of this license and may be freely distributed in altered or unaltered form, subject to the Mozilla Public License as regards source code changes and availability. This permission does, however, not include any rights or license to the Pale Moon name and logo that may still be present in the resulting unofficially branded binaries.
That means you are using an unofficial build of Pale Moon.

You can get the latest official build from http://linux.palemoon.org/download/mainline/

Btw, unofficial build is not always bad, sometimes it can suit the particular system more. This is just the case, official Pale Moon doesn't detect Flash plugin on ROSA R9 LXQt, while New Moon does it. Therefore, I'd advise you to ask ROSA maintainers to update the package to the 27.4.0 release and stay with it.

I really like Rosa, but some of its packages are slowly updated. But the customers service is very responsive:

When I asked them questions, I almost immediately had an answer.
