FossaMail has been updated to v38!

Changes:

• Version bump to make sure the extension compatibility is in order for our front-end. You may have to get later versions of extensions.
• We're no longer directly relying on AMO for extension updates, so we can prevent them serving bad updates to lightning/gdata that are incompatible with us.

Nothing else has been changed at this time.
