It's not "signed" by Mozilla, at all. Check the file properties and tab "digital signatures".

comm-based applications are a little funny about some of the more modern methods of branding and vendor metadata.. The fact is that they never needed to have a vendor other than Mozilla and they are closer to the old suite than they are to the modern browser. It will take some checking and fiddling to make this work as expected.. I THOUGHT i had it worked out for FossaMail 25.. But I guess not..
Likely, this will be simply pushed back to Tycho based FossaMail which I will initially head up since I am the comm expert and is build system related. Don't worry.. In the end it will be sorted.
