The language file string for French [fr.xpi] proposed in Pale Moon's language pack installation page, must be altered in "about:config - general.agent.locale".

The correct string for French in about:config - general.agent.locale is not "fr.xpi"; it is "fr-xpi". Insert a dash between fr and xpi, not a dot!

No, that's incorrect.

You do not enter the full file name in general.useragent.locale; you only enter the part that indicated the language. So in case of French, that would be "fr", nothing else. (drop the .xpi part)
