On June 12, it's been 5 years since the release of the first language packs for Pale Moon.

I'm afraid you're incorrect. Language packs have been around for much longer (v24, 10 years ago, had language packs).
Maybe it's been 5 years since our current crowdin setup was started though; i didn't keep track.

That's right, we've been translating using Crowdin since then. I followed the information from https://addons.palemoon.org/releases/pm-langpack-pl/.
That's why I said 5 years.
