cannot download addon

I've had to create another user name (account)
i get an immediate "too many attempts" message
any time i attempt log on
so i simply used the words block list missing
to remind me of what the original error messages were about
lately i get a redirect error for every query
apparently it is highly unusual for a block list to be missing
i do remember trying to get rid of "big foot" in the config file.
I really don't relish rebuild without the migrations / backups of yesteryear
even tho they are full of add ons that never worked but bloated about config
