I consider perfect your views on not bundling extensions into Pale Moon.
Why does the Plugin Shockwave Flash 11.1.102.63 get bundled into a standard Palemoon-Portable browser ?
Why "Shockwave Flash" and not "Flash Player" ?

The Flash plugin is called "Shockwave Flash" by Adobe.
It doesn't get bundled -- the plugin is picked up by the browser if it is installed on the computer it is run on, since the plugin for "non-IE" browser is installed "system-wide" and resides in a folder under your windows folder, with the necessary windows registry entries made to identify it and have it picked up by compatible browsers.
If you put the portable browser on a system where this has not been installed, you will not have the plugin in Pale Moon either.
