If anyone else is discombobulated with the title of a new tab changing from "New Tab" to "Blank page" with 33.9.1 it can be set back to "New Tab" by setting
browser.newtab.url = about:blank
but only if you're okay with the page itself being blank, as opposed to showing the pm logo (which is what I'd have preferred).
As an aside I did notice that regardless of whatever browser.newtab.url is set to, the url about:newtab brings up a quickdial page with title "Quickdial", which I imagine isn't intended behaviour.

Ah... that is an unintended side-effect of actually giving the logopage (default new tab page) a title as requested (for identification purposes in the task bar/task manager). I'll have to think about potential solutions to that, if any.
It is absolutely intended. about:newtab is the internal URL for the quickdial page. If you explicitly call up that page with about:newtab, then that is the page that is expected, not anything else.

Not me, but I'll enter semantics mode: unless I'm mistaken, there is no "Tab Title". What each tab displays is the web page title (aka document title property). So, when you open about:blank then you simply have... a new tab. It has neither content nor title.
I am not sure however if you are talking about the 33.9.1 change in general or something else: the barely noticeable, split-second change from "New Tab" to "Blank page" which does occur when you open the default new tab page and I guess can be labeled as a minor visual glitch. Can't say if this is new, or just more noticeable now (even if barely).

It's about new tabs being called "New Tab" in the tab strip.
It used to say "New Tab" because the New Tab page did not have a set title.
Since it now has a set title, it will display that title ("Blank page") in the tab strip.
