Bookmarks toolbar visible, yet no icons are ever seen on that bar
How do I fix this issue?
I have two tabs open as you can see. And the bookmark bar above those 2 tabs is empty, even though I have 3 URLs in my Bookmaks Toolbar library form when I do a CTRL-SHIFT-B.

Did you create the bookmarks in Pale Moon using your current profile? Importing can create folders with the same name but that aren't the real deal. Create a bookmark using the star in the URL bar and click the star again and choose Bookmarks Toolbar at the top of the dropdown list (defaults to Unsorted). And then does that one appear on the toolbar?

Thank you for your suggestions. I must have done something like what you suggested, but after I was fooling around trying different things. I have it where I can now see icons, and thus things appear to be working. I tried various things, but I don't remember all that I did. But something worked, either because of me or in spite of me. It's been one of those kinds of days. But thanks for your help.

No bookmarks showing on the Bookmarks Toolbar is usually because the 'Bookmarks Toolbar Items' element is no longer present on the Bookmarks Toolbar. IIRC this is the 'container' for all the bookmarks and bookmark folders that are displayed on the Bookmarks Toolbar... so if it isn't present you just get an empty Bookmarks Toolbar.
Usual fix is to open the 'Customize' window (Right-click an empty area of Tab bar) and drag the 'Bookmarks Toolbar Items' element back onto the Bookmarks Toolbar... close the Customize window and the Bookmarks Toolbar should be repopulated.

Thank you for this helpful information.
After further using Pale Moon, I realize that it is a "crippled" browser. espn.com does not display properly and various websites are slow to respond to mouse wheel scrolling and other things I do, which are not delayed in other browsers. It appears PM is old technology and does not properly handle Javascript in an up to date fashion. I was hoping for something better, but am disappointed in PM.

I'm afraid you're misinformed (probably someone told this to you as it's the de facto response from people who either don't like Pale Moon, have listened to people who don't like Pale Moon, or are webmasters who don't care to understand what Pale Moon is). While it's true that we won't have all the javascript draft specs (which is primarily determined by an implementation-first approach by Google editors), we do have significant and growing support for established Javascript/ECMAScript standards. Performance issues are also often the result of websites making assumptions about support and falling back to (sometimes deliberately) slow polyfills.
If you want a browser that "always works everywhere" then your only choice will be Google Chrome or very close siblings, as that is what webmasters aim for in 2025. I understand if you're disappointed that we're not Chrome and don't act like Chrome everywhere, but I do hope you're not taking away more misinformation from this than there is already out there.
If Pale Moon doesn't work for you, then by all means: use what works best for your personal needs, instead. Thanks for at least giving it a try, in that case.

In the case the OP decides to stick using Pale Moon (as I do for a lot of reasons/preferences for the gret majority of sites I use ... the exception is for Web/RTC applications where I use chrome somehow perforce, and other occasional sites where I use chrome ill at ease), about bookmarks please note that in the Bookmarks menu the topmost entry is "Organize bookmarks" which allows to use a self-explanatory "navigator" of all your bookmarks.
Personally I have lots of bookmarks arranged both in some 10 folders (with subfolders) in the Bookmarks bar and even more entries (folders and plain entries) in the Bookmarks menu.
Everybody should be able to customize a veru flexible arrangement both using the navigator or drag-and-drop.

I am two cents in here.
Point 1.
I have been using Pale Moon since version 4.0 when I was still using 64 bit Windows 7 and this was around in the summer of 2011. I am also one of those who uses a backup browser and back in 2011 that was Firefox.
When Windows 8 came along in October of 2012, I absolutely "hated" Windows 8 and this is when I began my quest into the world of linux distros (distributions). Long story short, I settled on 64 bit Linux Mint in January of 2013. Back in January of 2013 there was no linux Pale Moon so in Mint I used Firefox as my daily browser.
A few people on this site back in late 2013 asked Moonchild if he would consider building a linux Pale Moon. Moonchild stated he had a lot on his plate and didn't have the time to create a linux Pale Moon. But Moonchild said if someone on this site had the time and energy to create a linux version, with some stipulations, he would be okay with that person doing so.
One brave soul on here back then, did have the time and enough linux knowledge to create a linux version for Pale Moon. He told Moonchild and to make this short. He did create it. When he was finished, he asked me, since he knew I was a non technical computer user, to take the pre linux Pale Moon "out for a test drive".
I took the pre linux version out for the "test drive" for the entire month of December of 2013. I told him the pre version of linux Pale Moon was easy for me to use. So to make this short again, linux Pale Moon was officially released for public release in January of 2014. And I have been using linux Pale Moon since January of 2014 and still do today because I use two linux distros (at the time of this posting) which are 64 bit MX Linux and 64 bit Debian.

There are quite a few websites that do not work well. But that is not the fault of Pale Moon. It is the fault of the website maintainers. Most of them just want to test against their sites against the "Big 4 browsers" which are Chrome, Edge, Firefox and Safari (and the forks of some of them). But some website maintainers just want to test their sites to make sure it works with "one" browser and that browser is Chrome. Speaking just for myself, these maintainers are "lazy as the day is long" in my opinion.
As you stated, ESPN no longer works with Pale Moon. It used to work well, but now it does not. I know this because I visit ESPN everyday for sports in major league baseball, NFL pro football, college football, NBA pro basketball and college basketball. Since ESPN does not work well with Pale Moon, I use my backup browser which is 64 bit linux Waterfox (6.6.2). This is why people like me have backup browsers.

I do not have any "slowness" when I visit sites I use everyday with linux Pale Moon. This could be do to a few things like my relatively fast download speed from my ISP (Comcast) which is around 925 Mbps. My "first" desktop tower computer (I have 2 desktop towers) has a 12th generation Intel processor on the motherboard with a processor speed of (3.60). Memory is not slow either with 64 GB of DDR4 memory so I never run out of memory.
You had problems with the Bookmarks Toolbar. Probably because you did "something" when you were tinkering with things to solve a problem. When I have a problem, I make a change and if that change does not work, I back out and restore what I did. Then I start a second change, etc, etc, etc; until I find what works and then I write it down in a logbook for future reference.
I've tinkered with my linux Pale Moon and you can see it below. Notice my Bookmarks Toolbar and see all of the folders on it. Many of those folders have sub folders in in them and some of those sub folders have sub, sub folders in them as well.
