I don't see how this would be caused by addons.palemoon.org. Since you can easily reproduce this, can you see on your test profile if there is any particular extension that causes this when installed? You can narrow this down by going the "bisection" route: remove/disable up dates for half of them -> if bad, do it again; if good, activate the other half and repeat.
I verified the server-side and it's all good. Also, high CPU usage would possibly point to something outside networking causing this; even things like antivirus on your system if you have it.

This doesn't work because removing half of them cuts the hang time in half, too. I don't use any AV, Defender is completely disabled here.

That's really, really strange. There's no reason why any of this would scale linearly.

I checked a bit more and I can reproduce relatively high CPU usage when checking for updates manually. We're not locking on the network requests, because that's a series of ServiceRequest()s that are fired off asynchronously with onload callbacks. So... that would mean the cpu is being used for parsing the update manifests? That can't be right...
We also haven't touched this code in years, making it even stranger that this would pop up now.
If anyone else has an idea, I'm all ears.
