I was told that Pale Moon browser supports multi-rowtabs.

1. Go to the Pale Moon Add-ons Site: https://addons.palemoon.org/
It can also be accessed directly within the browser: Add-ons Manager / Get Add-ons
2. Go to the Bookmarks & Tabs category, check the available extensions and install one.
I'd suggest Tabs Utilities Phoenix. It has many options (including multi-row) so it will change some things by default. You will have to customise it to get it where you want.
