What generated that message, Avast?

If Avast creates a checksum of a program('s ".exe") & you updated the program, then its' checksum certainly would have changed, so you need to tell Avast of that fact. (I would have expected Avast to prompt you in some manner, but who knows?)
Not working properly

PM crashes on attempted start up?
PM loads, but cannot load any web sites?

OP said it couldn't load anything.
Looking at the message screenshot, and the default being "deny any connection" it's being quarantined and prevented from connecting to the internet.
So, whatever internet security is active seems to be blocking it because the update was installed.

Not running any particular internet security program here, other than perhaps various filters in uBO/uMatrix? No Avast. Unsure what to try next.

EDIT: tried disabling uMatrix (nMatrix?) no change.

No, this would be something on your system, not within the browser. Maybe it's a system setting? I don't know anything about modern macOS or what comes with it, so I can't really help.

- The connection alert now offers a wider range of options for the lifetime of temporary rules, ranging from 1 minute up to 30 days.

Yep have Little Snitch. What to do to next with Little Snitch in order to get this update working properly? Thanks, but this popup appeared only with weather.gov. If I accept modification, along with identity check, will that clear up all the other issues with sites not loading?

Puzzled also that with the 33.3.0 didn't have any of these problems. Just the new 33.3.1.

There weren't any big changes between the two versions. No idea why it would trip up this "Little Snitch" program. It is a potential red flag though that it hasn't been updated since 2021; are you sure its checks and methods are still relevant/useful in 2024?

Have LS 4.5.2. Anything above requires 10.15, I'm running 10.13. Never encountered this before and not really sure what it means, but hit Accept Modification, and now sites are loading properly again. Checked and saw that I had already set a rule for Pale Moon in LS. Also, had no idea that this popup was coming from LS. Thanks to tpcsanh for that.

Hoping that by doing this I haven't opened myself up for something malicious.

I don't see how. You installed the update and had to just manually approve that yes, the program has changed, and yes, you expected that.
Not sure if this was a one-off or that you have to do this with each update...

Sure hope this was just a one-off. One thing that still puzzles me is that I only got this LS popup when going to weather.gov, not from any of the other sites I tried. And in that context it isn't clear why allowing this modification for weather.gov cleared up all the other sites not loading. Might contact LS support and ask.

I have Little Snitch as well. I have not seen a problem like yours with Pale Moon. Little Snitch is set to ask first if it encounters a new situation. I find that is the best way to handle any firewall.

I have a very old Mac I no longer use. At some point I learned about Little Snitch, but never installed it.

Before posting, I went to YouTube to see if any reviews displayed a LS warning. They did. It was similar. Odd the warning or prompt doesn't indicate "this is LS asking you what you want to do."

Did the path change when you updated Pale Moon?

Note in your screen print: "This probably means that the program was updated meanwhile." Your first post: "Can't go to any sites. Nothing loads." Which would make sense. LS "knows" 33.3.0 (at some point it created a rule), but doesn't "know" 33.3.1.

Thanks tpcsanh, looked at links you provided. Now it's quite clear that this alert was coming from Little Snitch, and nothing to fear by hitting Accept Modification, since the program changing was clearly responsible.

I have seen that and I simply accept the modification. That happens after every update.

Thanks, at least I know now what I'm in for. One more question, off-topic, I found the new 33.3.1 from a search, but not from within Pale Moon itself. Haven't found it yet, should there be an updater from within PM somewhere?
