OK, I've emailed him about it. I'll be traveling out of the country for a bit this year - if this issue comes up again and I'm not around, someone here may want to email Liam Proven, the Linux and open-source software reporter with TheRegister.com online tech news site at liam[dot]proven[at]sitpub[dot]com. You can reference this email chat he had in July with Andy Prough about the same issue. He's looking for at least one site that reliably fails due to Cloudflare capcha endless loops with Pale Moon.

I contacted Liam about the CF captcha issue in March and I would have done same again this time except I couldn't (this time) reliably reproduce the problem. My worry is unless what CF are doing can be consistently demonstrated, then Liam might decide it's an issue El Reg can't cover.
If they can cover it I think it could be tremendously helpful and hopefully it'd shame CF into fixing things permanently.
However, I suspect getting something in El Reg might be something we only get one shot at, hence I'm thinking best to keep powder dry until the issue can be reliably demonstrated.
If you're going to be away, fear not, I'll be keeping an eye on what's happening.

Liam Proven emailed me again this morning, said he is very interested because he uses "MyPal, Epiphany, Midori, Supermium, Netsurf". I assume that the MyPal reference means he is running an old Windows XP box for hobby or journalism purposes. So definitely we should remember to email him when this comes up again, as I think it would be more likely TheRegister.com might print his article about it.
Edit: I had told Liam that Cloudflare magically started working again the morning after I emailed him and he replied, "Almost suspicious, huh?" From the tone of his response it sounds like he might have contacted Cloudflare right away and asked some questions.
