Can't help with why they are appearing... but your 'squiggles' look very like mouse or pointer trails to me?

PS. Please use the 'hide' button when posting acres of info about your system setup... the 'hide' button is on the top row of forum's new post/edit post window:

Are you just trolling? Those are hand-drawn lines.

I recently received a touchscreen laptop, and occasionally run into this "stuck in draw mode" issue when opening links in new tabs with Ctrl+Tap and then trying to scroll. I haven't found a way to get out of "draw mode" other than closing the browser and re-opening it. However, in my case, the lines don't show up constantly, only when my finger's on the screen.

Is Ctrl+Drag a shortcut to enable such a "feature" or something?
(I honestly don't see what point there would be drawing on top of random applications... especially if it's enabled unintentionally)

Nope, Ctrl+Drag does zooming in and out. I don't have any special applications for touch, I don't even have MS Office on this computer. I wasn't going to make a report about it until I'd figured out the cause, but it's been a month and I still haven't determined the exact conditions.

Sorry for not hiding the extensive details...
This doesn't always show up, but when it does, it's always the same lines/image, so not a result of drawing on the screen (although I do have a touch screen). It was a bit unnerving but I did extensive virus scans, etc. to be sure. And as I mentioned, it only happens on Palemoon.
