Re: Safe browsing and dns over https
No, there isn't because DNS over HTTPS is not the solution you might think it is. Also Pale Moon intentionally does not support D'OH.
If you need to block known threats (because that's what "Safe browsing" does, protect you from known threats) just download a content blocker like any adblocker or eMatrix.

No, we do not have Google Safebrowsing baked in to the browser. Aside from requiring a (non-free) Google API key, it is also subject to inherent (political/economic/social) bias which we do not want to enforce on our users - that is, not to mention the profiling capabilities of sending the necessary browsing data to Google to "check if it's safe".
search before posting please. Both DoH and Safebrowsing has been discussed on the forum multiple times.

Re: Safe browsing and dns over https
dnscrypt-proxy will provide you safe (encrypted) dns resolving (system-wide) and it can be used with ADGuard servers to filter ads and malware sites.
Additionally, uBlock addon with filters: Badware risks, Resource abuse, Dan Pollock’s hosts file, Malware Domain List will provide you a security wall against malicious domains.
Without going intimate with google's telemetry.
