No Options

I've had to reinstall Pale Moon after it was removed during Windows 11 upgrade and the "Options" option no longer appears to allow me to change the home page. Where has it gone, how do I get it back, and how can I change the Home Page?

I don't have Windows 11, but the setting in PM for the homepage is at:
Tools | Preferences | General
