I have tested this with clean Nvidia Driver installs and clean profiles on multiple computers to make sure I rule out user configuration.

Basically my issue is this: On the new v31.1.0 Youtube frame rate is much lower than it should be. 30fps videos hover around 20-25fps, but it fluctuates wildly, and videos that are supposed to be 60FPS are around 30-45FPS, tested with FRAPS overlay.

With v31.0.0 I had frequent jitter and stutter on all videos regardless of site, but with v31.1.0, videos on other sites are silky smooth and correct consistent frame rate but youtube is all over the place. As mentioned above, I tested with a completely clean profile and clean Nvidia driver install but it makes no difference, and it's only on youtube that the issue happens.

On v31.1.0, the youtube site loads much faster than v31.0.0 so that's an improvement for sure, but actual video playback now behaves strangely.

Like with the jitters in v31.0.0 turning off hardware acceleration "fixes" the problem but it's not a sustainable long term solution.

Please include the troubleshooting information...

ftr I don't see an issue myself. AMD video card, older system, youtube video is fine in standard and HD fullscreen as well...

And it is for other sites, and in general scrolling is also smoother with this version, it's just Youtube that's acting up for whatever reason. Is there anything else i can provide that would help with troubleshooting? I've got frametime graphs to illustrate the issue. The first is for a 30fps-video, and the second is for 60fps

I'm afraid there isn't anything else except some trial and error regarding media options to narrow it down.

For each of the following preferences, see if setting them to the indicated value has any effect (to be sure restart the browser after every change). Change them one by one (so reset the previous and set the next):
  • media.suspend-bkgnd-video.enabled - set to false
  • media.wmf.vp9.enabled - set to false
  • media.dormant-on-pause-timeout-ms - set to -1
If any of those makes a difference, then we have something to go on.

We are getting somewhere :)

The first and last one had no effect, but setting "media.wmf.vp9.enabled" to "False" seems to work.

The Frametime graph now looks like this for 60FPS,

And 30FPS-videos also seem to stay at 30. There are some hiccups according to the graph but nothing I noticed while watching, but hard data is always a better indicator than subjective experiences.

What does this setting actually do? Is there a downside to leaving it as "False"? And would this indicate a problem with my specific system or is it possible it's an issue with the browser?

Whatever the case may be. Thank you for your kind non-dismissive help :) I really appreciate it as I'm far too used to the "you're doing it wrong", "that doesn't happen to me" "that shouldn't happen", and so on and so forth. :)

It offloads VP9 decoding and display to the Windows Media Foundation library instead of decoding it internally. Seems Microsoft's library isn't mature enough yet to do that on all types of hardware.

That question can't easily be answered without pulling everything apart and analysing it (it could be caused by a number of things, actually or maybe a combination of them like driver+browser interop, or what not). I'm not sure if it's worth the effort at this point since we've got good decoding internally and can just use what we've always used, even if it's potentially less efficient not using the Windows native back-end.

You mentioned you were using an AMD system so maybe it's an Nvidia issue. On the systems I tested are both Nvidia GPU's, one 1080 TI and the other 1070, so both use the Pascal architecture. Driver version for both systems is 30.0.15.1277.

PM still freezes for a few seconds whenever I open a YT video, but it seems to resolve faster since I made the suggested change to, media.wmf.vp9.enabled ~ False

That is entirely due to the massive amount of JS Google throws at you when just wanting to stream a video.
Even Blink has a noticeable delay there. YT has just gotten very heavy and slow, period.

Yeah, I figured as much. Even after things settle down with PM, it still takes forever for YT to load all its bells and whistles. But one thing I did to make it much more usable is install AdGuard. It not only stops the ads at the start of almost every YT video, it works everywhere to stop virtually all the annoying crap that sites throw at you these days... all without breaking any! After 11 days of the free trial, I couldn't live without it and bought a lifetime subscription. It makes browsing feel like it did 20 years ago! Well worth a free test drive.

I have this exact same problem, but I'm using the GPU built into the Intel Code i3 8100 processor (an Intel UHD Graphics 630, to be precise), with the drivers provided by Windows Update. All the symptoms are the same: it worked perfectly in Pale Moon 31.0, low framerate with hardware acceleration on, smooth video with hardware acceleration off, and the media.wmf.vp9.enabled preference solves it, too. I tested it with identical results both with my day-to-day profile and with a clean one (with no extensions installed).
