To run in safe mode - you need a running browser. it does not start.

Looking at the application version you are not using the 64-bit browser, but the 32-bit one.

However, I've found the issue. The problem is that you are trying to run the browser from your desktop which is contained in a path with extended unicode characters.
C:\Users\Компьютер\Desktop\ is not a valid path for the portable executable because it won't be able to open the necessary program and profile files.
Please run the browser from a location that doesn't use unicode cyrillic in the directory names.
