If one downgrades PM, say from 29.4.2 to 29.4.1, does the installer act as it does in an upgrade? For example, do settings, extensions, bookmarks, etc. all remain intact?

You do realize that "downgrading" may corrupt your profile, right? I'm not sure if it would going down a minor upgrade (29.4.2 to 29.4.1), but the possibility is there, I think.
The bigger question is why do you want to downgrade and put your security at risk?
