Mozilla has this page http://kb.mozillazine.org/About:config_entries, but it is aging out, and in any event PM config settings have diverged from those used in Firefox and will continue to do so. That said, does the PM team maintain any sort of list of about:config settings, descriptions, and corresponding values in a form that we users might find at least somewhat accessible?

No. Nor will we.

To be fair 90% (or maybe more) of the about:config entries should not be touched unless you are actively developing the component using that entry, and even then you probably don't need to modify them anyway.
Basically, any documentation not for developers, which is documentation about the setting rather than the code using that setting, would be useless.

There are comments in gre and app prefs in the repo for most of them. But don't touch em.

There's Config Comments which shows the comments inline on the page. It's marked as alpha though and I've seen it spit a lot into the error console, but it works.

What does his signature say?

It says he is an extension developer. But that could mean he is a member of the PM team or that he is an independent extension developer. Ergo, my question.

Extension developer means exactly that and no more.

Moonbat's signature while in the Pale Moon style has differences such as his name is the community core pink color and has a moon..bat. I, btw, am the one who designed MOST of the signature images seen around here.
