If you're using any adblocking extensions, check whether you've blocked downloaded fonts.
Also please include troubleshooting information
as instructed here.

The top bar uses "open sans" which is notorious for having artifacts at very small sizes, especially if your ClearType isn't tuned well.
The search bar is a design flaw in the website. The bar is 36px high, the input field is 32px high, and is css styled to have 11px padding top and bottom, leaving only 10 pixels for the visible text, which, predictably, has the top and bottom stalks cut off as a result.
Issue 1 can probably be solved by adjusting your operating system's font subpixel tuning (run cleartype tuner from control panel->display)
Issue 2 is entirely the responsibility of the website. Pale Moon is doing exactly what it is instructed to do.
